Don’t Blame Buhari For 2016 Budget Delay – Ossai

Chairman, House of Representatives Committee on Ethics and Privileges, Pastor Ossai Nicholas Ossai has said that the presentation of 2016 budget estimate to the National Assembly may likely be delayed by the government of president Mohammad Buhari so as to enable the newly sworn ministers get abreast of the various activities in the ministries.
Ossai gave the hints at the formal inauguration of the Abuja chapter of the Ndokwa Neku union, NNU at the weekend.
He stated that the Ministers require time to knit the proposals together before a collation can be done by the executive arm.
He said: “The executive is just being reconstituted now. You have to give them time to be able to put their own ideas into the picture of the budget. Probably, the first or second meetings have taken place, in the recent constituted federal executive council. So, they need time to be able to play their role and bring their ideas in conformity with that of the president. I believe probably, that is what has delayed the budget of 2016 and we are looking at a situation where the budget will be all inclusive.
“Therefore, if we look in that direction, we should not blame the president. What we did in the 8th national assembly is that the 2015 budget should be better implemented.
“When the House did setup a committee for non-implementation of capital projects, we dived into it and a report has been submitted at the floor of the House and since then, monies had been released to ministries and agencies and the economy has picked up. This is largely because of the proactiveness and leadership of the 8th assembly. I think we are going in the right direction.”
The federal lawmaker who represents Ndokwa/Ukwuani federal constituency of Delta state also stated that also emphasized the need to step up the capital expenditure in the budget as against recurrent expenditure to create more job opportunities.
Specifically, he stated that education and agriculture should be accorded more attention.
“It is good that the capital projects should be such that would address the majority in Nigeria in terms of recurrent expenditure. You must service people to be able to bring succor to them. You must service the agencies that do roads, if their salaries are not taken care of, how would they do the things?
“I pray that the budget of 2016 will see increase in terms of education, capacity building for teachers is very important, critical infrastructures in schools is also very important, making sure that you encourage research to make sure that modern ways of doing things are brought in is also very important, so that the knowledge can be impacted on our people.
“In my thinking, education should form one of the highest followed by agriculture and then, solid minerals and other sectors follow. I believe that when you do it, you are improving the economy of the country”, he said.
Speaking on the anti-graft war of President Buhari, the lawmaker said it was a good development to stamp out corruption within the public system.
He said “You must start from somewhere and if the present government has decided to start with some persons, then it's OK. I believe it's a step, a thousand miles begins from a step. I don’t think the president is getting it wrong even though he is not from my political party.
“I believe you must start from somewhere, some people must be taken and brought to book if you have eaten money from Nigeria. I am not against what the president is doing, he should just do it in line with the law. This is not the military time, it is democracy. The law should be allowed to play its role.”
Ossai also assured his people at the event that their dream to see the stepping down of the independent power plant (IPP) at Okpai within the Ndokwa community would soon come through.
According to him, the project would gulp the sum of N13.6 billion in the 2016 budget.
“I went to the national assembly and the motion was resolved into three issues, a stockholders meeting be called, 13.6 billion should be budgeted to step down electricity to Ndokwa land and AGIP should embarked on reclaiming the seashore at OKpai
“These are the issues that were resolved and I communicated that to the president and the IGP, to forestall the breakdown of law and order, to NAPIPS, NNPC, NERC, TCN, budget office in line with the N13.6 billion, to permanent secretary ministry of power since ministers were yet to be appointed. All these were communicated and these are the issues in order to find solutions and step down light for my people”, he said.
Speaking earlier at the occasion that was themed “The New Agenda For The Development of Ndokwa and The Challenges of Leadership”, the President-General of Ndokwa nation, Paul Enebeli said that the inauguration of the Abuja chapter was part of an effort to give the people of the community a sense of integration.
The event which held at the Rock -View attracted prominent sons and daughters of Ndokwa nation.

IPMAN Wants Petroleum Products Loading Decentralised From Lagos

The Independent Petroleum Marketers Association of Nigeria (IPMAN), on Sunday, urged the Federal Government to decentralise loading of petroleum products to make for effective loading at depots across the country.

He gave the assurance during the 27th convocation ceremony of the Federal University of Technology, Akure (FUTA), Ondo State.
The President said his attention was drawn to the resultant discomfort the implementation of TSA has caused in the academic and administrative activities in tertiary institutions in the country.
Speaking through the Executive Secretary of the National Universities Commission (NUC), Prof Julius Okogie, he explained that the TSA policy was introduced in order to enthrone financial discipline and curb corruption in the country.

Boko Haram Plans Attacks On Churches, Mosques, Markets, DSS warns


The Department of State Services, DSS, has alerted Abuja residents over plots by Boko Haram to attack churches, mosques and markets, using girls to bomb those places.
A memo by the Director of Security Services, Federal Capital Territory, Mohammed Ibrahim, urged religious bodies to put their members on the alert.
The memo addressed to the National Presidents of Jama’atu Nasril Islam and the Christian Association of Nigeria asked residents to report suspicious elements around places of worship to the authorities.
Three telephone numbers were provided to such reports. They are: 09063872207, 09053872208 and 09053872209.
According to the memo which was being passed round via whatsApp and the internet, the terrorists plan to use young girls.
The letter which was copied to the FCT Minister, the FCT Permanent Secretary and the acting Secretary, Area Councils Services Secretariat reads in part:
“Intelligence reaching this office revealed that insurgents are planning to attack the Federal Capital Territory. Their main targets are worship centres and markets with the use of young girls as members of aid groups to carry out their planned attacks.
‘It is in view of the foregoing, I am directed to inform you to communicate the content of this letter to all mosques, churches and markets across the FCT for extra vigilance, particularly unknown persons dressing as aid workers loitering around the worship areas and markets’

Madam Beauty Siasia, aged 72, was kidnapped about two weeks ago at her Odoni country home in Sagbama local government area of Bayelsa State by three armed men.
It was gathered that the septuagenarian who was forcibly taken away on a motorcycle exactly twelve days ago was rescued Saturday along the East-West road by men of the Anti-Kidnapping Unit of the Bayelsa State Police command where she was abandoned by her captors.
Spokesman of the state police command, Asinim Butswat confirmed the development.
He said the victim was rescued at about 01:30 hrs , Saturday, after a hot pursuit by men the Anti-Kidnapping Unit of the Police Command.
His words, “Madam Beauty Siasia, who was abducted on the 16 November, 2015, was abandoned by her abductors along the East West Road, at about 01:30 hrs, 28 November, 2015, due to hot pursuit by the Anti-Kidnapping Unit of the Police Command.
“She is hale and hearty and has been reunited with her family. The Police has intensified efforts to arrest the fleeing suspects.”

Scores Killed In Kano Suicide Bombing

Several people were feared dead in a suicide bombing that rocked Dakasoye village, Garun Mallam local government area of Kano on Friday.
Eyewitnesses said women and children are major victims in the incident that occurred at about 2:00pm on Friday.

A local Journalist, Ali Kakaki who was at the scene of the blast told Vanguard that the ugly incident occurred shortly after a middle aged man was caught with Improvised Explosive Device.
The suicide bomber on Friday blew himself up among crowds at a Shia Muslim procession outside the City of Kano, in the latest violence to hit the troubled region.
The group, led by Sheikh Ibrahim Zakzaky, said on its website the blast happened at 2:00 pm (1300 GMT) and that “scores” had been killed.
But there was no official indication of casualties and one of the organisers told AFP: “It’s a huge crowd so it’s too early to give a precise figure of casualties.
“We now have the other suspect in custody.”
The organiser, who asked to remain anonymous, said the bomber ran into the crowd before he could be spotted and detonated his explosives.
“He was dressed in black like everyone else. His accomplice was initially arrested and confessed they were sent by Boko Haram,” he added.
“They were part of the young men abducted by Boko Haram in (the Borno state town of) Mubi last year and taken to Sambisa Forest where they were given some military training.
“They were sent to Kano 11 days ago and kept in a house specifically for this attack.”
The bomber detonated his explosives after realising his accomplice had been arrested, the organiser added.

National Youth Leader of the All Progressives Congress (APC), Hon. Ibrahim Dasuki Jalo, yesterday declared that the government of President Muhammadu Buhari has failed to carry the Nigerian youth along.
He said that the practice of “use and dump” of the youth after each election should be stopped forthwith, saying it was counter-productive.
Jalo spoke against the background that no youth made it as a minister in the cabinet of President Buhari.
The APC youth leader spoke yesterday in Abuja at a workshop organized for the APC youth in collaboration with the International Republican Institute (IRI), with the theme “The Role of Youths in post-election era.”
Jalo said: “There is this saying that the youth are leaders of tomorrow" but in Nigeria today, the tomorrow seems endless. After all we are leaders of today not tomorrow because we have waited long enough and this tomorrow remains an elusive business.
“It is my opinion that the young people be given the opportunity to serve in leadership positions especially by this government because of the role they played in ensuring victory during the last election. Yet the young people are clouded, therefore the imbalance needs to be corrected".
“In order to build next generation of leaders, we must invest in the young people, the government must give support and ensure participation of young people in politics and government, and every effort must be made to ensure they become better citizens".
“But in most cases the youths of Nigeria are usually used and dumped by politicians. Most especially during elections after getting into office they rarely have something for the young people. When in the real sense they constitute the majority of the voters with about 60 percent of the total voting population".
“It’s therefore pertinent for the youths of Nigeria to come together to address this problem".
“It is regrettable that with the population of about 70 million people, the youth constitute a powerful voting bloc in election, but they are however missing from political space active players, but active spectators. As indicated by the hype of activity in social media”, he said.
The Minister of Youth and Sports, Mr Solomon Dalong, who was represented by his Chief of Staff, John Pofi, urged the youth to be more creative and embrace peace.
Dalong said: “I urge the youth to maintain peace, be more creative, engage in positive criticisms to ensure the government succeeds.
“Put your hands on deck, contribute your quota instead of engaging in militancy, terrorism and come up with a policy to drive the country forward.”
Delivering a paper at the event, the National Auditor of the party, Chief George Moghalu, admitted that his generation had failed the youth.
“My generation has in many ways failed to do the right thing, we forgot that society is a continuum and the decisions we take each day affect not only those of us living, but generations that come after us.
“For all these and more, I apologise from the bottom of my heart. We say of many things that they cannot be forgiven but it is from forgiveness that we can forget the sins of the past”.
Moghalu however decried the unpreparedness of the Nigerian youth to take up leadership positions.
“I must also confess that I am worried about certain things. I am disturbed by the knowledge that as there are many of you here gathered, there are many more others who are at this very moment being subjected to the dangerous manipulations of religious extremists, of mercantile politicians and purposeless agitators.
“I am disturbed by the fact that as eager as many of you are to be agents of positive change and irreversible progress in a tumultuous world, you are also in many ways woefully unprepared for the challenges of leadership, the tests of character that will confront you as you step forward to inherit the mantle of leadership that must inevitably pass from one generation to another”, he said.
National chairman of the APC, Chief John Odigie-Oyegun who declared the event open earlier stated that the youth should change their mindsets.
Represented by the party’s Director of Administration, Alhaji Abdullahi Gashua, the chairman said “The role of the youth cannot be in isolation but should be a synergy. It is not about seeking appointments but a change of mindset. How the youth tap from their experience is important.
“Come out with a blueprint with meaningful suggestions, views to reposition the party to maintain, sustain the goodwill the party enjoys,” he said.

Son To Replace Father (Late Audu) As APC Gubernatorial Candidate

Leaders of All Progressives Congress (APC), in Kogi East Senatorial District has nominated Mr Mohammed, 43, first son of Late Prince Abubakar Audu, to replace him as the party’s governorship candidate.
The leaders, stakeholders and delegates who made this known in Lokoja on Thursday after a marathon meeting, said they arrived at the decision after due consultations .
Their spokesman, Mr Daniel Isah, the Vice Chairman of APC in Kogi East, said they have resolved and are determined to back Mohammed to replace his father if the National Working Committee orders fresh primaries.
Isah thanked the Independent National Electoral Commission and the national leadership of the party for the opportunity given to them to find a replacement for Audu who died on Nov. 23 at Ogbonicha, Ofu Local Government.
He appealed to the national leadership of the party to give their decision utmost consideration and approval in the overall interest of the party and the state.
Present at the meeting were Alhaji Lincho Ocheje, Hon. Hassan Omale, Hon. Benjamin Ikhani, and Sen. Emmanuel Dangana, among others.

                               Senate orders NNPC to end fuel scarcity in two weeks

The Senate on Thursday ordered the Nigerian National Petroleum Corporation (NNPC) and all the agencies under the Ministry of Petroleum Resources to end petroleum products’ scarcity in the country within two weeks.
The upper chamber also said notable sharp practices including discrepancies in prices of petroleum products, especially Premium Motor Spirit (PMS) and hoarding of products should be stopped forthwith.
The Chairman, Senate Committee on Petroleum (Downstream), Senator Lilian Ekwunife, gave the order at a meeting with officials of the Ministry of Petroleum Resources and its parastatals in Abuja.
The Senate had on Tuesday asked its committee on Petroleum (Downstream) to investigate the circumstances surrounding the perennial fuel scarcity in the country.
Senator Ekwunife insisted that Nigerians are not interested in efforts being made by the NNPC, Pipeline Products Marketing Company (PPMC) and other agencies to ease the biting fuel scarcity in parts of the country.
The Senate on Thursday ordered the Nigerian National Petroleum Corporation (NNPC) and all the agencies under the Ministry of Petroleum Resources to end petroleum products’ scarcity in the country within two weeks.
The upper chamber also said notable sharp practices including discrepancies in prices of petroleum products, especially Premium Motor Spirit (PMS) and hoarding of products should be stopped forthwith.
The Chairman, Senate Committee on Petroleum (Downstream), Senator Lilian Ekwunife, gave the order at a meeting with officials of the Ministry of Petroleum Resources and its parastatals in Abuja.

Pope Urges Respect Among Religious And Ethnic Groups

With security concerns looming over his visit, Pope Francis arrived in Kenya today urging tolerance and respect among people of different religions and different ethnic groups.
